The decode.
That counted ritual is firmware doing exactly what it was designed to do. A drive's startup routine attempts spin-up, checks whether the platters reached operating speed, and retries a fixed number of times before shutting down cleanly rather than cooking the motor. Five attempts and stop is that limit being reached — a motor straining against resistance, with the USB bridge blameless and still waving from the doorway, which is why the computer can still see and eject a device holding no readable data.

Count the attempts, then explain them
The behaviour was reproduced on a monitored supply: motor current rising five times, each attempt failing to reach operating speed, then a clean shutdown. That is firmware protecting the mechanism, and it meant the drive had been failing safely rather than damaging itself repeatedly.
Clear the resistance and check what caused it
The mechanism was freed and inspected for the cause — heads that had settled onto the surface rather than parking correctly. The platters were checked for contact damage before the drive was asked to spin under its own power again.

Because this is a WD external, imaging was done through the drive's own bridge board so the data decrypted as designed. The read ran through in a single session, and the drive was not powered down and revisited — a mechanism that has stuck once will do it again.
The outcome.
All data recovered onto new media, with the replacement-drive question answered the honest way: yes, and this time in duplicate. The old drive's five-whir routine was retired permanently.
